Your best bet is a shelter, and even then you're going to have a HELL of a lot of trouble getting a free one. It's a better idea to get one that you have to pay for. Yes, adopting a dog is a kind act and the person who adopts it shouldn't have to pay, but if that dog has been taken care of which costs money, they will charge you for it. That's just the way things are. That fee to adopt is to keep the shelter running by the way. If you get a free puppy, you'll probably spend more on the torn up furniture/extra vaccinations than you would have if you had bought a puppy. Free puppies have either not been taken care of or are a problem that the owner wants to get rid of. Do yourself a favor and pay for your dog. If you're not willing to pay the money to get one in the first place, you'll probably regret getting one.
