Jews: Could you explain how the Noahide commandments work for non-Jews, and…?

Are these intended for only God-believing non-Jews? That might sound like a stupid question, but as most people follow them inadvertently anyway, and unlike the Decalogue it doesn’t have a commandment demanding worship of God, does this mean it covers everyone – theist and non-theist?
