I am trying to breed my dog and having a little trouble?

I have a 2 year old female Shih Tzu and she has just finished bleeding after 10 days. We are trying to breed her and have the male, he is willing and ready to breed but she does not seem interested and does not accepted him when he tries to mount her. Is there something wrong, or are we doing something wrong?
